MAKKAH — The Ministry of Hajj and Umrah reiterated that strict adherence to official Hajj permits is a fundamental requirement for ensuring the security and safety of all pilgrims.

The ministry urged all prospective pilgrims to verify the authenticity of their permits before making any travel arrangements. It reaffirmed that the “No Hajj without a permit” policy is the primary guarantee for a secure and spiritual experience for every visitor to the Two Holy Mosques.

By following these regulations, pilgrims are empowered to perform their rituals in ease and comfort. “This contributes significantly to the smooth flow of movement and the overall stability of the 2026 Hajj season,” it said.

The ministry explained that the permit system is a critical component of crowd management and the balanced distribution of pilgrims across the holy sites. This structure ensures that field services are fully prepared to meet the needs of specific Hajj campaigns at the correct times and locations.

The ministry cautioned that violating these regulations not only exposes offenders to legal penalties but also compromises the security of the broader pilgrimage population and the efficiency of the service infrastructure. It also issued a warning against unlicensed Hajj campaigns and the proliferation of misleading advertisements on social media platforms.

In its bid to ensure global compliance, the ministry is maintaining continuous coordination with Hajj affairs offices worldwide to disseminate guidance and awareness messages to pilgrims in their home countries before their arrival. This proactive approach is designed to organize the pilgrimage journey from its earliest stages.
