NEW YORK — A high-level international dialogue on capacity building in high-risk environments, held during UN Counter-Terrorism Week, was organized by the IMCTC in partnership with Saudi Arabia and Bahrain.

The session — titled “Capacity Building in Low-Capacity and High-Risk Environments” — was organized by The Islamic Military Counter Terrorism Coalition (IMCTC), in partnership with Saudi Arabia and Bahrain, and in cooperation with the United Nations Office of Counter-Terrorism (UNOCT) and the Terrorist Financing Targeting Center (TFTC).

It featured extensive discussions of the key operational, institutional, and regulatory challenges in combating terrorism financing in low-capacity and high-risk environments.

Held as a side event during UN Counter-Terrorism Week at the United Nations Headquarters in New York, the session was chaired by IMCTC Secretary-General Major General Mohammed Al-Moghedi and moderated by Director of the United Nations Counter-Terrorism Center Mauro Miedico.

In his opening remarks, Maj. Gen. Al-Moghedi emphasized that international cooperation and greater coordination among regional countries were required for the evolving threats associated with terrorism financing.

He added that capacity building, knowledge sharing, and the development of institutional partnerships are fundamental pillars for strengthening national systems and enhancing countries’ preparedness to address this transnational threat.

In addition to methods to strengthen capacity-building efforts, the session reviewed international best practices to enhance national response capabilities and expand international cooperation to address emerging threats and risks.

The session forms part of IMCTC’s ongoing efforts to strengthen international cooperation, develop strategic partnerships, and support capacity-building programs.
